Shadow Council

Definition

The Shadow Council is a loose network of Imperial remnant leaders after the Empire’s fall. Instead of operating as an open central government, they coordinate resources in secret.

Known role

The Mandalorian shows that figures such as Moff Gideon are not acting alone. The council points toward larger plans and Grand Admiral Thrawn’s return.

Importance

The Shadow Council connects the Mando era to the road toward the First Order: it shows how the Empire survives under a new surface.
