How does the Guild work?

The Bounty Hunters’ Guild gives contracts, rules and reputation structure. Many hunters still operate near the edge of that code: Cad Bane sells precision, Boba Fett sells fear and Fennec Shand sells reliability.

For the wider context, use the Star Wars underworld guide: Hutts, Pykes, Black Sun and Imperial clients use bounty hunters when open armies would be too visible.
